Human Settlements receives R1.708 billion to accelerate housing delivery

The North West Department of Human Settlements has been allocated a budget of R1.708 billion for the 2026/27 financial year to accelerate housing delivery and improve living conditions for communities across the province.

The allocation was announced by the MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Gaoage Oageng Molapisi during the presentation of the 2026/2027 Budget Speech at the North West Provincial Legislature on Thursday, 25 June 2026.

The budget will be directed towards unblocking stalled housing projects, eradicating mud houses, delivering housing for military veterans, upgrading informal settlements, providing serviced residential sites across the province, and settling obligations to critical entities such as National Home Builders Registration Council (NHBRC) and Housing Development Agency (HDA).

With regard to housing delivery, MEC Molapisi indicated that the department has made significant progress, exceeding its target of 3555 houses for the 2025/2026 financial year by delivering 3692 housing units to eligible beneficiaries, the majority of whom were elderly persons. Building on this achievement, the department has set a target of delivering 3793 housing units in the current financial year of 2026/2027.

‘’Despite the growing and relentless decline in our budget allocation, we remain hard at work to fulfil the objects of our constitution which calls upon us to ensure everyone has access to adequate housing,” said MEC Molapisi.

He also highlighted that the department is currently implementing two catalytic projects: the Bokamoso Project in the Bojanala District and the Matlosana N12 Project in the Dr Kenneth Kaunda District. During the 2025/26 financial year, the department had set a target of delivering 400 housing units through these projects. It surpassed this target by delivering 590 housing units at a total cost of R114,722,185.

The MEC acknowledged instances of under performance by contractors, particularly on the Matlosana N12 Catalytic Project, and said the department had already engaged the affected contractors directly.

“As the department, we are working closely with the national Department of Human Settlements and the municipality to address these challenges and ensure that the project is implemented successfully. Poor contractor performance is unacceptable, it denies vulnerable communities timely access to housing and undermines public trust. We therefore remain steadfast to our stance that contractors who consistently fail to deliver will face consequences, including immediate termination,” said MEC Molapisi, reaffirming the department’s commitment to accountability.

To support integrated human settlements development, the department has allocated R246 million towards the delivery of 3269 serviced sites across the province during the 2026/27 financial year. This follows the delivery of 3778 serviced sites in 2025/26 against an initial target of 5403 sites, with the shortfall largely attributed to budget constraints and other implementation challenges.

In addition, he announced that the department has undertaken a resolution to strengthen collaboration with local municipalities to ensure that the Municipal Infrastructure Grant (MIG) is used for the installation of basic services prior to the construction of top structures.
